It’s a floor, not a deadline. Some providers publish only the earliest possible shutdown date for a model, with the final date to be confirmed later. Treat it as "this won’t happen before this date," not as the date itself.
"Announced" is the date the provider itself published the notice — it only appears on a row when the provider discloses one. "First observed by Radar" is Radar’s own collection timestamp, the date its pipeline first saw the source; it is never presented as the provider’s own announcement date.
